Nature of Work
The Code Enforcement Officer is primarily responsible for enforcement of residential and commercial
property maintenance and zoning ordinances of the City of Trotwood.
The Code Enforcement Officer performs a variety of routine and complex work in the interpretation
and enforcement of adopted codes, zoning ordinances and regulations including those related to
neighborhood integrity, health nuisances and substandard property conditions. Investigates reports
and complaints of code violations and regularly exercises technical judgment and discretion based
on familiarity with the various ordinances, codes and regulations, which he/she is responsible for
enforcing.

Essential Job Functions
 Makes regular visual inspections of residential and commercial properties in the City for violations
of zoning, nuisance and other codes and ordinances.
 Investigates code violation complaints from various sources, investigates and determines validity
of complaints.
 Takes appropriate action as per departmental policy to get violations rectified, including giving
verbal orders, issuing notice of violations and citations or the filing of civil or criminal complaint
affidavits.
 Works closely with the public and City departments and divisions to coordinate enforcement.
 Coordinates with community-based organizations that can provide assistance to property owners
who need assistance with property maintenance
 Performs field inspections of approved permits and/or certificates to ensure compliance with
approved plans and provisions of other applicable codes.
 Maintains records and issues reports on all inspections and other activities.
 Appears in court as a witness as required.
 Performs a variety of related tasks as requested.

Knowledge, Skills and Abilities
 Knowledge of code enforcement principles, practices and methods as applicable to an
urban/rural setting.
 Working knowledge of applicable laws, city charter, codified ordinances relating to commercial
and residential property and zoning issues.
 Ability to conduct thorough visual inspections.
 Ability to prepare, organize and maintain inspection field data, reports and systems.
 Ability to analyze situations and communicate in a positive manner with property owners.
 Ability to establish and maintain working relationships with employees, officials, citizens and the
general public.
 Must have good oral and written communication skills.
Experience and Education
 High School graduation or GED.
 High School Diploma/GED. Minimum of two years experience in inspections, code enforcement,
law enforcement, building inspections, land use, public administration or related field.
 Knowledge of property maintenance and the ORC is helpful

Additional Requirements
 Possession of a valid driver’s license issued by the State of Ohio
 Ability to work outside in inclement weather
 Ability to ambulate over rough terrain
