City Manager Quincy E. Pope, Sr. designated as a Credentialed Manager by the International City/County Management Association
Trotwood, Ohio [11/04/2020] – Mayor Mary McDonald and the Trotwood City Council are pleased
to announce that Trotwood City Manager Quincy E. Pope, Sr., has been designated a Credentialed
Manager by the International City/County Management Association (“ICMA”).
The ICMA is the leading organization of local government professionals dedicated to creating and
sustaining thriving communities throughout the world. More than 1,300 local government
management professionals participate in the ICMA Voluntary Credentialing Program, which is
based on the ICMA Practices for Effective Local Government Leadership.
To be credentialed by the ICMA Executive Board, a member must have significant experience as
a senior management executive in local government; have earned a degree, preferably in public
administration or a related field; and demonstrated a commitment to high standards of integrity and
to lifelong learning and professional development. There are only 42 ICMA Credentialed Manager’s
in the State of Ohio.

Mr. Pope served as Deputy City Manager and Public Safety Director from 2012 until May of 2015,
when he was named Interim City Manager. In March of 2016, Mr. Pope was voted unanimously as
the City Manager. Mr. Pope also served as Trotwood’s Chief of Police from 2008 to 2012.
